PAC INNOVATION RADAR creates transparency in AI-related services in Europe

Munich/Paris, September 18, 2024 – Artificial intelligence and, more recently, generative AI are in high demand. Companies around the world use AI platforms and solutions to automate their business processes, enhance customer interaction, and transform their businesses. The market research and strategic consulting firm PAC has analyzed more than 25 providers in terms of their ability to support companies on their AI and GenAI journey. The results have been published in the PAC INNOVATION RADAR series on “AI-related Services in Europe, France, and Germany 2024”.

PAC has analyzed the portfolios and capabilities of service providers in eleven individual PAC RADARs. The service providers analyzed range from global consulting firms and system integrators to local consulting firms and AI specialists. The PAC RADARs assess their ability to support customers with consulting, system integration, and operation services, among other things. The relevant criteria in the PAC RADAR assessments also include the service providers’ ability to deploy customer projects locally and globally and add their own IP assets, methods, or vertical extensions to the service portfolio. According to PAC’s evaluations, companies such as Accenture, Adesso, Keyrus, Materna, Orange Business, Sopra Steria and T-Systems were rated Best in Class in various RADARs.

The use of AI in the corporate context has left the experimental stage and is entering a stage in which AI must deliver added value for companies’ operational efficiency or business models. To achieve this, companies need service partners with in-depth AI knowledge and the necessary skills and experience to reliably implement mission-critical projects and take them to the operational stage” says Valérie Delage, Advisory Manager at PAC in Paris. “The PAC INNOVATION RADAR series on AI-related services in Europe, France, and Germany can support user companies in the selection of providers.” adds Joachim Hackmann, Principal Analyst at PAC in Munich.

GenAI resources are being built

ChatGPT is currently in great demand for service support. Nearly all companies are gaining their first experiences with the chatbot from OpenAI or with other generic AI models in areas such as automating customer service processes. In response, providers have significantly expanded their consulting capabilities in this field. They mainly resort to training their own consultants to implement GenAI projects.

When analyzing the information provided by the vendors, we noted very few acquisitions that helped service providers expand their skills and resources in the GenAI environment. It is also striking that many of the participating providers aim to train almost the entire workforce to enable them to use GenAI and AI solutions in their daily tasks”, says Iulia Sandut, Analyst at PAC in Bucharest.

Local providers can make their mark

Another interesting finding is the relative strength of local providers. PAC took a closer look at the provider landscapes in France and Germany as part of the RADAR evaluation and gained some remarkable insights. In both countries, especially in France, local service providers can leverage their advantage in supporting user organizations and compete against global providers. AI and GenAI have not yet reached full maturity.

Also, many customer organizations lack experience in implementing and integrating them into their business models. Local providers benefit from inherent strengths such as customer proximity, an understanding of local and company-specific characteristics, and regulatory knowledge. Global providers, on the other hand, score particularly well when it comes to international projects and global delivery, as well as aspects like homogeneous coverage of technologies and solutions or investment in assets and IP.

The analysis of the lighthouse projects submitted by the participating service providers shows that the use of AI is especially pronounced in manufacturing, for example, in autonomous driving, analyzing IoT data to avoid supply bottlenecks, and quality control in production.

The providers also mentioned many lighthouse projects for verticals such as financial services, retail, and transportation. The projects are characterized by a broad scope and great diversity, with many of them addressing improvements in sales planning, warehousing, customer interfaces, and the automated evaluation of documents and data. In many cases, service providers can support the projects with their own IP assets, such as preconfigured use cases, dashboards, and integration frameworks.

The different PAC INNOVATION RADARs on AI-related services focus on a region, i.e., Europe, France, or Germany, on specific business processes, e.g., AI-related services for digital customer experience, or on specific topics, such as GenAI-related services in Europe or AI-related services for the German Mittelstand (medium-sized businesses).

The AI-related Services Market Continues Its Rapid Growth Trajectory

Even though AI is not a new concept, PAC has witnessed phenomenal interest in AI-based tools and services in recent years. The meteoric rise of generative AI in 2024 and Agentic AI in 2025 have disrupted the IT market and reshaped the approach to digital transformation.

How did the ecosystem react?

While giants like Amazon and Google are announcing huge investments in AI, and even a European AI LLM provider such as Mistral AI is investing record amounts in datacenter infrastructure in early 2026, also global, European, and local IT services providers are prepared to support their customers with AI adoption.


They are investing a lot in IP assets such as frameworks, tools, prompt and agent libraries, and in R&D, but also in their workforce (training and certification) and in M&As..”,

Accenture for example has been assessed ‘best in class’ in most categories of this PAC RADAR among other things thanks to its important investments in IP assets, R&D, numerous partnerships with universities, training, competence centers, and M&A related to AI.

This market upheaval has also sparked discussions about accountability, ethics, and legal frameworks that guide the development of AI. Concepts like eXplainable AI (XAI), Responsible AI (RAI), and Sovereign AI have started to be incorporated into vendor offerings and guidelines for the reliable use of AI.

CGI, for example, has established itself as a ‘best-in-class’ provider for Sovereign AI services in Europe by leveraging a deep local footprint and advanced sovereign cloud capabilities. On the other hand, JEMS, a pure player in Data & AI emerges as an ‘excellent’ provider for Sovereign AI services in France thanks to its ability to deploy AI Agent / complex AI services on sovereign infrastructures for the finance and public sectors, amongst all other industries in France.

Local players can also make their mark in categories such as AI-related services for the German Mittelstand where Materna stands out as ‘best-in-class’ provider, scoring particularly well with sovereign AI approaches and expertise in the public sector.

While many vendors focus on AI-related consulting and systems integration services, T-Systems stands out as a ‘best-in-class’ vendor with a true end-to-end portfolio; services range from sovereign operations services, incl. massive GPUaaS via the recently launched Industrial AI Cloud, to deep project expertise in sectors like manufacturing and the public sector.

What does this mean for client organizations?

Whilst IT service providers have made great strides in establishing AI service lines to meet modern demands and opportunities, for many of their clients the transition from Proof-of-Concepts (PoC) to production is still not occurring at broad scale. The main AI use cases are still AI-powered everyday professional tools, chatbots, or content and image generation tools. The other significant use case is to further enhance existing automation applied to business workflows and operating models.

Furthermore, providers and clients are aware that productivity gains from AI are not necessarily obvious to make and will certainly not concern all their business processes currently. Nevertheless, IT services providers and client organizations are starting to think bigger. The latter are approaching this opportunity from the lens of business transformation at the scale of the organization but often starting with specific processes.

The SAP Services Market Faces a Fundamental Shift

Currently, demand for SAP-related services is still driven by ongoing S/4HANA migrations. According to PAC estimates, by the end of 2026, more than half of all companies will have completed their migration to S/4HANA. Future demand for SAP-related services will increasingly shift to other areas, such as the integration of AI-driven use cases, automation and modernisation of business processes, data management, and the integration of SAP’s LoB solutions, as well as custom extensions and third-party applications.

Against this backdrop, customer organisations must reassess their relationships with SAP partners.

Key Trends Emerging from PAC’s Latest Provider Assessment

PAC’s most recent analysis of SAP service providers reveals several striking trends. Providers have considerably expanded their AI-focused service offerings, with a strong emphasis on developing proprietary IP assets.

Compared to previous RADAR evaluations, we see a clear expansion of portfolios, especially through predefined AI use cases that better exploit the potential of Business AI and Joule,” says Sidney Siegertsz, Senior Analyst at PAC.

Another notable trend is the growth of hybrid cloud hosting capacities, driven by increasing customer adoption of RISE with SAP and increased awareness of data protection. Deployment models frequently target cloud infrastructures provided by major hyperscalers.

“Providers have started to complement their hosting services with sovereign infrastructure options. In particular, providers with a strong local footprint and customer focus offer additional consulting services for sovereign SAP operations,says Dominique Raviart, Senior Analyst.

Atos has long been recognised as a trusted SAP services provider, gaining consistent recognition from competitors and strong ratings in PAC’s RADAR assessments. BTC is a highly specialised provider with a strong industry focus, serving midsize enterprises and consistently earning excellent customer ratings. DXC has established itself as a leader in the SAP ecosystem especially within the last 3 years, earning recognition in several categories of PAC’s RADAR series on SAP-related services for 2026. INETUM stands out for its excellent performance as a recommended SAP partner for customers, with a well-established and reliable global service organization, particularly strong in Western Europe.
