Earlier in April, PAC spent the day at Oracle CloudWorld to better understand how Oracle solutions and related services support business growth and offer hyper-personalized experiences through Oracle Cloud Applications and Oracle Cloud Infrastructure (OCI).

Oracle is not alone in this journey, as was seen during the keynote session delivered by Oracle CEO Safra A. Catz, emphasizing Oracle customer use cases (e.g., Network Rail and London Stock Exchange), but perhaps more importantly, the resulting partnerships that flourished through these engagements, elevating its importance to “partnership is the new leadership.” Effectively, the relationship between Oracle and its customers has evolved into continuous collaboration fusing business and vertical knowledge with Oracle’s technical expertise to solve day-to-day and future business challenges. These, for example, include sustainability goals, new product creation, more efficient workflows, data democratization, delivering personalized value-added experiences for employees and end consumers, and opening doors to new opportunities.

During the event, the vendor announced its latest offering, Oracle Grow, part of the Oracle ME employee experience platform, which resides within Oracle Cloud HCM. The SAP Services Market Faces a Fundamental Shift

Currently, demand for SAP-related services is still driven by ongoing S/4HANA migrations. According to PAC estimates, by the end of 2026, more than half of all companies will have completed their migration to S/4HANA. Future demand for SAP-related services will increasingly shift to other areas, such as the integration of AI-driven use cases, automation and modernisation of business processes, data management, and the integration of SAP’s LoB solutions, as well as custom extensions and third-party applications.

Against this backdrop, customer organisations must reassess their relationships with SAP partners.

Key Trends Emerging from PAC’s Latest Provider Assessment

PAC’s most recent analysis of SAP service providers reveals several striking trends. Providers have considerably expanded their AI-focused service offerings, with a strong emphasis on developing proprietary IP assets.

Compared to previous RADAR evaluations, we see a clear expansion of portfolios, especially through predefined AI use cases that better exploit the potential of Business AI and Joule,” says Sidney Siegertsz, Senior Analyst at PAC.

Another notable trend is the growth of hybrid cloud hosting capacities, driven by increasing customer adoption of RISE with SAP and increased awareness of data protection. Deployment models frequently target cloud infrastructures provided by major hyperscalers.

“Providers have started to complement their hosting services with sovereign infrastructure options. In particular, providers with a strong local footprint and customer focus offer additional consulting services for sovereign SAP operations,says Dominique Raviart, Senior Analyst.

Let’s highlight a few examples that illustrate these market dynamics: T-Systems has reinforced its strong position as a preferred SAP partner in Europe, especially in the hosting business, with innovation around sovereign infrastructure. NTT DATA is one of the top SAP partners globally, distinguished by a rich set of proprietary IT assets and AI use cases. Atos has long been recognised as a trusted SAP services provider, gaining consistent recognition from competitors and strong ratings in PAC’s RADAR assessments. BTC is a highly specialised provider with a strong industry focus, serving midsize enterprises and consistently earning excellent customer ratings. DXC has established itself as a leader in the SAP ecosystem especially within the last 3 years, earning recognition in several categories of PAC’s RADAR series on SAP-related services for 2026. INETUM stands out for its excellent performance as a recommended SAP partner for customers, with a well-established and reliable global service organization, particularly strong in Western Europe.

The PAC RADAR is an effective tool for the holistic evaluation and visual positioning of software vendors and IT service providers on local markets. With the help of predefined criteria, PAC evaluates and compares providers’ strategies, development, and market position, in addition to their performance and competencies within specific market segments. PAC launches PAC INNOVATION RADAR “IT/OT Cybersecurity Services in France 2025” to compare 13 MSSPs active in the French B2B market

Paris, December 9th, 2025 – PAC presents its latest PAC INNOVATION RADAR “IT/OT Cybersecurity Services in France 2025”. This comprehensive analysis evaluates and compares 13 active Managed Security Service Providers (MSSPs) operating in the French market, providing organisations with a trusted resource for selecting their cybersecurity partners.

A Dynamic and Growing Market

The French cybersecurity services market is experiencing sustained growth, with an expected compound annual growth rate (CAGR) of approximately 9% from 2025 to 2029 (source: PAC 2025). As organisations are facing mounting pressure from regulatory requirements, digital transformation initiatives, and the convergence of IT and OT environments, the demand for comprehensive cybersecurity services continues to accelerate.

Addressing IT and OT Security Challenges

The convergence of Information Technology (IT) and Operational Technology (OT) environments presents unique security challenges. Industrial systems, once isolated from corporate networks, are now increasingly connected to enable data-driven decision-making and operational efficiency.

All evaluated providers offer consulting and managed services capabilities that cover both IT and OT security needs, and all operate in France with established local presences.

The evaluation covers security assessments, vulnerability management, Security Operations Centre (SOC) services, incident response, threat intelligence, compliance support, and specialised OT security services.

Classification and Recognition

PAC noticed a strong intellectual property development among service providers, advanced detection and mitigation capabilities addressing increasingly sophisticated cyber threats. In many cases, consideration for local or sovereign/controlled solutions is actively promoted, balancing the customer’s choice between international cybersecurity vendors and local cybersecurity vendors.

PAC classifies evaluated providers into three performance categories: Best in Class (exceptional capabilities and market leadership), Excellent (excellent performance across evaluation criteria), and Strong (solid offerings and competitive positioning).

PAC awards the ‘Best in Class’ label to top performers. Additionally, selected providers may receive ‘Remarkable Vendor’ labels recognising specific strengths or notable achievements in particular service areas.
